Nevertheless, the vision of “electronic skin” is still a remote dream. Indeed, an operational world-wide SensorWeb is more than just a sum of its parts: all information has to be available in easily discoverable, retrievable, and understandable form. In reality, only a few observations are readily available on the web, and even fewer provide meta-information required for its discovery, understanding and automatic processing. The “tragedy” of meta information, as already identified by ORCHESTRA, an FP6-Integrated Project, is that the “appropriate” meta information depends on the intended use, which in turn can never be known in advance. For example, the set of meta-information required by a scientist interested in climate change may be very different from the meta-information required for automatic report generation in the context of “Clean Air For Europe” (CAFE) directive. The recently started FP7 “TaToo” project proposes an alternative to a fruitless quest for defining and maintaining an all-encompassing meta-information model. This kind of data is most naturally represented in the form of “time series”. In its simplest form, a time series may consist of a single floating point number (e.g. temperature), that is recorded at regular intervals. More complex forms of time series include time series of complex observations (e.g. aggregations of related measurements, spectra, 2D coverages/images, ...), and time series recorded at irregular intervals. In addition, the time series may contain meta-information describing e.g. the provenance, uncertainty, and reliability of observations. The Time Series Toolbox (TS Toolbox) provides a set of software components and application programming interfaces that simplify recording, storage, processing and publishing of time series. This includes (1) “data connector” components implementing access to data using various protocols and data formats; (2) core components interfacing with the connector components and providing specific additional functionalities like data processing or caching; and (3) front-end components implementing interface functionality (user interfaces or software interfaces). The functionalities implemented by TS Toolbox components provide application developers with higherlevel building blocks than typical general purpose libraries, and allow rapid development of fully fledged applications. The TS Toolbox also includes example applications that can be either used as they are, or as a basis for developing more complex applications. They foresee a future where environmental data and services are offered on the open market.</p> <p>Every day numerous sensors on earth and in space observe the condition of land, atmosphere and oceans for multiple purposes ranging from weather forecasting to monitoring of nuclear incidents. Important political decisions, such as how to adapt better to climate change, depend ultimately on scientific insights gained from these observations. It is an expert tool for the daily work of decision makers mainly in environmental authorities. The GTV is used as the basis for the ‘Data inspection client’ in Air Quality Monitoring (<a class="glossary-term" href="http://sany-ip.eu/sany_glossary/sp4"><acronym title="SP4: [SANY] air pollution risks sub project">SP4</acronym></a>) Pilot, and the design strongly reflects the requirements inherent to the air quality monitoring domain. Nevertheless, the GTV can be easily adopted to the needs of other environmental domains. The main design goals of GTV were:</p> <ul> <li />to develop an expert tool capable of accessing and visualization of all data used within the SANY project;<br /> <li />to assure the GTV provides efficient and reliable support for domain<br /> experts inspecting large amounts of data.</p> <li />to assure the GTV is easily extendible in order to answer the future user<br /> requests for additional functionality </ul> <p>The main GTV components are a set of connectors to remote systems and a set of viewer windows, which can be combined and configured in a flexible way.
